SAVING OUR PLANET CALLS FOR AN INTERNATIONAL SYSTEM OF VALIDATION AND VERIFICATION OF GREENHOUSE GAS REDUCTION COMPARED TO PARIS AGREEMENT NDCs
Several days before the opening of COP23, the world officially learned that Greenhouse Gas Emissions are set to rise by 2% in 2017. Many knew for months that we were on this trajectory, and it apparently required the approach of the COP to make the official announcement. This is both unacceptable and avoidable.
We believe that regular tracking of CO2 emissions on a country-by-country basis, with the results made public and compared with declared objectives, is essential.
Measurements should be taken at 6-month intervals at the very least. Where possible, data should be collected automatically in real-time; such systems exist: Electricity Map, Mauna Loa; CO2.earth; ….
These regular measurements would make clear the degree to which current policy choices are actually working. This system would help to spot choices based on unproven technological “solutions” which turn out to be impractical or too costly. Policies could then be adjusted or revised, saving precious time as well as money.
Public scrutiny should provide essential democratic feedback to the political process, and diminish effects of special interest groups.
A Validation system of this type can be developed according to the “Open Systems” model and made available to all countries.
Means should be found to “fast track” the approval of such a system, and the development of the interfaces necessary to cater for most countries’ data capacities.
